The latest reporting and election conference of the Russian Paralympic Committee concluded in Podolsk

On March 20, the regular reporting and election conference of the Russian Paralympic Committee has come to an end at the “Oktyabr’” Palace of Culture in Podolsk (Moscow Region).

The conference was attended by 81 delegates from 38 regions of the Russian Federation.

At the beginning of the Conference, Mikhail Degtyarev, Minister of Sport of the Russian Federation and Chairman of the Russian Olympic Committee, addressed the participants with a welcoming speech.

Following his remarks, the minister presented state awards of the Russian Federation and departmental awards from the Ministry of Sport of the Russian Federation to coaches, leaders, and staff of the Russian Paralympic Committee and All-Russian sports federations.

Natalya Stepanova, a coach and instructor at the “Youth of Moscow” Olympic Reserve Sports School, was awarded the Order of Honor; Olga Semenova, Vice President of the RPC and President of the All-Russian Blind Sports Federation; and Ivan Davydov, Head of the Organizational Department of the Russian Paralympic Committee, were awarded medals of the “For Merit to the Fatherland,” Second Class; Ivan Potekhin, Deputy Chief of Staff of the Russian Paralympic Committee, was awarded a certificate of honor; letters of appreciation from the President of the Russian Federation were presented to the Secretary General of the RPC, Andrey Strokhin, Vice President of the RPC and President of the All-Russian Federation of Sports for People with Physical Impairments; Sergey Evseev, Vice President of the RPC and President of the All-Russian Federation of Sports for People with Intellectual Disabilities; and Nikolay Pestov, Vice President of the RPC.

Following the presentation of state awards, Mikhail Degtyarev presented the certificate and badge of Honored Master of Sports of Russia to Zoya Shchurova, the silver medalist in swimming at the Paralympic Games, and also recognized the Russian Paralympic Committee, the All-Russian Federation of Sports for People with Physical Impairments, the All-Russian Sports Federation for People with Intellectual Disabilities, the All-Russian Sports Federation for the Blind, and the All-Russian Football Federation for People with Cerebral Palsy.

Vladimir Lukin, Honorary President of the Russian Paralympic Committee, was awarded the “Excellence in Physical Culture and Sports” badge.

Certificates of Honor from the Ministry of Sport of the Russian Federation were awarded to Sergey Lalakin, Chairman of the Supreme Board of Trustees (Supervisory Board) of the Russian Paralympic Committee; Sergey Dunin, Advisor to the President of the Russian Paralympic Committee; and Natalya Mirza, Head of the Secretariat of the Russian Paralympic Committee.

Letters of appreciation from the Ministry of Sport of the Russian Federation were presented to Hero of Russia, First Deputy Secretary of the Public Chamber of the Russian Federation, Vice President of the RPC, and Chairman of the Council of the All-Russian Sports Federation for Persons with Physical Impairments Vyacheslav Bocharov, and to Veronika Sovetova, Head of the Sports News Department at TASS.

Mikhail Degtyarev presented Boris Ivanyuzhenkov, Deputy Chairman of the Supreme Board of Trustees (Supervisory Board) of the Russian Cycling Federation and Deputy of the State Duma of the Federal Assembly of the Russian Federation, with the Moscow Region’s award—the Medal of St. Sergius of Radonezh—and a letter of appreciation from the Minister of Sport.

Next, Oleg Matytsin, Chairman of the State Duma Committee on Physical Culture and Sports, delivered a welcoming address. Following his speech, he presented awards from the State Duma Committee on Physical Culture and Sports. The Russian Paralympic Committee, the All-Russian Sports Federation for Persons with Physical Impairments, and the All-Russian Sports Federation for the Blind were awarded certificates of honor.

The formal part of the event concluded with an awards ceremony hosted by the President of the Russian Paralympic Committee, Pavel Rozhkov.

For his significant contribution to the development of the Paralympic movement in Russia, Buyanto Tsyrenzhapov, Director of the Sports and Adaptive School for the Deaflympic and Paralympic Reserve of the Republic of Buryatia, was awarded a letter of appreciation and an anniversary certificate from the Russian Paralympic Committee.

In recognition of their significant contribution to the development of the Paralympic movement in Russia and in connection with the 30th anniversary of the Russian Paralympic Committee, the regional branches of the Russian Paralympic Committee in the Sakhalin, Kaluga, Kursk, Nizhny Novgorod, Krasnodar, Krasnoyarsk, Khabarovsk, and Perm regions, the Kabardino-Balkarian Republic, the Republic of Bashkortostan, the Khanty-Mansi Autonomous Okrug–Yugra, as well as the “DobroFon” charity program of the Fonbet company.

During the ceremonial part of the event, welcoming remarks were delivered by Hero of Russia, Alexey Romanov, Advisor to the Presidential Administration of the Russian Federation on Public Projects; Sergey Petrov, Head of the Department of Social and Political Work of the Investigative Committee of the Russian Federation; and Natalya Markaryan, Deputy Director of the Department of Emergency Medical Care and Health Risk Management at the Ministry of Health of the Russian Federation, who read a welcoming address from Mikhail Murashko, Minister of Health of the Russian Federation; Igor Vykhodets, Head of the Department of Sports Medicine at the Federal Medical Biological Agency of Russia; and Archpriest Andrei Alekseev, Deputy Chairman of the Patriarchal Commission on Physical Culture and Sports and spiritual advisor to the Russian Olympic team.

A greeting to the conference participants was also sent by Hero of Russia, Senator of the Russian Federation, and three-time Olympic champion in Greco-Roman wrestling, Alexander Karelin.

During the ceremonial portion of the event, Sergey Lalakin, Chairman of the RPC’s Supreme Board of Trustees (Supervisory Board) and Chairman of the Board of Trustees of the “Nasledie” Charitable Foundation, presented a compound bow—purchased by the foundation—to Artur Arutyunyan, a veteran of the Special Military Operation.

Pavel Rozhkov, President of the Russian Paralympic Committee, delivered a report on the activities of the Russian Paralympic Committee for the past reporting period.

During the discussion, the Conference delegates approved the priority areas of activity for the Russian Paralympic Committee for the next reporting period:

● Developing international sports cooperation and fostering a positive image of the Russian Federation within the sports community.

● Developing the Paralympic movement and promoting Paralympic sports and Paralympic values among the population of the Russian Federation, including children and combat veterans.

● Creating conditions for the Russian Paralympic Team to participate in the Paralympic Games and other international sporting events.

● Implementing informational, educational, and scientific initiatives, including those with international participation.

The Conference then addressed issues governing the current activities of the Russian Paralympic Committee, followed by elections for the governing bodies of the Russian Paralympic Committee for the upcoming term.

By unanimous decision, Pavel Rozhkov was elected President of the Russian Paralympic Committee. Artem Toropchin was elected Chairman of the Executive Committee, and Andrei Strokin was elected Secretary General of the RPC.

The 23-member Executive Committee of the Russian Paralympic Committee was also elected.

Following the conclusion of the Conference, Pavel Rozhkov convened the first meeting of the Executive Committee in its new composition, during which vice presidents responsible for implementing RPC programs were elected.

Boris Ivanyuzhenkov was elected First Vice President of the RPC.

The following were elected as vice presidents: Vyacheslav Bocharov, Sergey Evseev, Nikolay Pestov, Olga Semenova, and Ivan Potekhin.
