MEETING OF THE GOVERNING BOARD OF THE RUSSIAN PARALYMIC COMMITTEE HELD.
On March 30, a meeting of the Governing Board of the Russian Paralympic Committee was held in the video conference mode.
The Chairperson of the Governing Board, First Vice-President of the RPC, head of the RPC working group on the preparation of the Russian Paralympic National Teams to participate in the XIII Paralympic Winter Games of 2022 in Beijing (PRC) Pavel Rozhkov.
“Beijing will be the first city to host both the Summer and Winter Paralympic Games.
The IPC Governing Board has officially approved 6 sports and a medal program. At the 2022 Games, 78 sets of medals will be played.
736 athletes from approximately 50 countries are expected to participate in the Beijing Winter Paralympics.
Sports and official venues, as well as Paralympic villages will be located in 3 zones. Sledge hockey, wheelchair curling, and the opening and closing ceremonies of the Games will take place in Beijing. Cross-country skiing, biathlon and snowboard will be featured in the Zhangjiakau area, and alpine skiing in the Yanzing area.
In February 2021, the Beijing 2022 Organizing Committee released sports information guides for the National Paralympic Committees for each sport for the Games. Participants in the Paralympic Winter Games will be accommodated in Paralympic villages, which are significantly distant from each other.
The official ports for the arrival of teams for the Games will be Beijing Capital Airport and Daxing Airport. The remoteness of the airports from the Paralympic villages is from 25 km to 260 km. Buses and high-speed trains will run to the Yanqing and Zhangjiakau zones, which will reduce travel times to 20 and 50 minutes, respectively.
The main Key Dates for the Beijing Paralympics are:
From June 21 to November 12, 2021 - Accreditation for the Games;
From December 16, 2021 to January 15, 2022 - preliminary registration of the delegation;
From February 23 to March 3, 2022 - final registration of the delegation;
February 25 at 7:00 - the official opening of the Paralympic villages;
On March 4, the opening ceremony of the Games will take place, from March 5 to 13 - the competitions within the framework of the Games, and on March 13 - the closing ceremony of the Games;
The Paralympic Villages will be closed on March 16, 2022”.
Then Pavel Rozhkov told the meeting participants about the results of meetings and webinars with representatives of the Organizing Committee of the Beijing 2022 Olympic and Paralympic Games, which were held in the format of video conference calls. Information on sports facilities was considered, including schemes, competition schedule, issues of accommodation and meals, transportation, accreditation, media, safety, medicine and doping control, ticket program, finance, national culture, as well as issues related to COVID-19.
Pavel Rozhkov noted that the 2020/2021 sports season is the main qualifying season for the selection of athletes for the Beijing 2022 Paralympic Games:
“Russian national sports teams in cross-country skiing and biathlon, alpine skiing, snowboarding, wheelchair curling took part in a series of international competitions, including the World Cup stages.
On June 1, 2021, the distribution of quotas for alpine skiing, snowboarding, cross-country skiing and biathlon will take place.
From 19 to 26 June 2021, the World Sledge Hockey Championship will be held in the Czech Republic, and the distribution of Paralympic quotas in sledge hockey will take place on 22 November.
The World Wheelchair Curling Championship is scheduled for October 22-30 in China and until the end of 2021, wheelchair curling quotas will be distributed among the National Paralympic Committees. ”
The members of the Governing Board approved an expanded list of candidates for the Paralympic Delegation of the Russian Federation to participate in the XIII Paralympic Winter Games in 2022 in Beijing (PRC).
Pavel Rozhkov was approved for the post of Chief of the Mission of the Russian Paralympic Delegation at the XIII Paralympic Winter Games in 2022 in Beijing (PRC).
Further, the preliminary plan of the final stage of preparation for the XIII Paralympic Winter Games in 2022 in Beijing was considered.
The members of the Governing Board got acquainted with the preliminary sketches of equipment and approved the Forward company as the General partner and official outfitter of the Russian Paralympic team at the Xlll Paralympic Winter Games 2022 in Beijing (PRC).
Deputy Head of the RPC Commission on Medicine, Anti-Doping and Classification of Athletes, Member of the Medical Committee of the International Paralympic Committee, Ph.D. Guzel Idrisova made a presentation on the issue of vaccination of members of the sports teams of the Russian Federation in Paralympic sports against coronavirus infection COVID-19.
On this issue, it was decided to recommend athletes - candidates for the Russian Paralympic team at the XVI Paralympic Summer Games in Tokyo (Japan), as well as personnel and coaches - to undergo the vaccination procedure against COVID-19, organized by the FMBA of Russia.
Pavel Rozhkov, head of the working group of the Russian Paralympic Committee on ensuring the fulfillment of the criteria of the International Paralympic Committee in force after the restoration of RPC membership, reported on the implementation of the decision of the Court of Arbitration for Sport (CAS) in the case CAS 2020/0/6689 WADA v. RUSADA dated December 17, 2020 and revised post-recovery criteria of the International Paralympic Committee dated February 8, 2021.
When discussing this issue, in order to comply with the decisions of the CAS court and the revised post-recovery criteria, the members of the Executive Committee satisfied the personal statements of the resignation of the Deputy Chairman of the Federation Council Committee on International Affairs Vladimir Lukin as President of the RPC and Deputies of the State Duma Boris Ivanyuzhenkov, Rima Batalova and Oleg Smolin as vice-presidents of the RPC and chairmen (members) of the respective committees, commissions, councils and working groups of the RPC.
In addition, the personal applications for resignation as Chairman of the regional branches of the RKR State Duma Deputy Elena Bondarenko in the Stavropol Territory and the head of the Department of Physical Culture and Sports of the Bryansk Region Sergey Trusov in the Bryansk Region were satisfied.
The duties of the President of the RPC in accordance with the Charter of the RPC and the decision of the Governing Board were assigned to Pavel Rozhkov. In accordance with the recommendations of the Council of the All-Russian Federation of Sports for Persons with Physical Impairments, the Vice-President of the Federation, 3-time Paralympic champion Olga Semenova was approved for the position of vice-president of the RPC.
As an alternative to the national anthem for Russian athletes at the Summer and Winter Paralympic Games and World Championships, it was decided to send for approval to the International Paralympic Committee the composition: “The first concert of Pyotr Tchaikovsky for piano and orchestra ".
Also at the meeting, the updated anti-doping rules of the RPC and the educational anti-doping program of the RPC, a report on the work of the RPC in 2020 were approved, and a number of issues related to the activities of the Russian Paralympic Committee were considered.
