President of the Russian Paralympic Committee. Unanimously elected at the regular reporting and elective Conference of the Russian Paralympic Committee 2022.
BIOGRAPHY
Born June 30, 1957 in the town of Ramenskoye (Moscow Region).
EDUCATION
1979 - State Central Institute of Physical Culture, Diploma with Honor.
2004 - Doctoral studies, St. Petersburg State University of Economics and Finance (FINEC).
Candidate of Pedagogical Sciences (1986).
Merited Coach of Russia in Greco-Roman wrestling (1995).
Professor of the Department of the Theory and Methods of Wrestling and Martial Arts (2002).
Doctor of Economics (2004). Author of more than seventy articles, books, monographs, including those on the problems of normative legal and financial support of the social sphere.
Corresponding Member of the Russian Academy of Natural Sciences.
Honorary Doctor of the Russian International Academy of Tourism.
Since July 13, 2001 - Acting State Counselor of the Russian Federation 1st Class.
PROFESSIONAL CAREER
From 1979 to 1982 he worked in the complex research group of the USSR national wrestling team, a junior research associate of the All-Union Scientific Research Institute of Physical Culture;
From 1982 to 1992 he worked in the USSR State Committee of Sports (including from 1987 until 1992 he was Deputy Head of the Main Department of Physical Education of the Population);
From 1992-1996 he was Head Coach of the Russian National Greco-Roman Wrestling Team, Honored Coach of Russia. He worked as a lecturer, associate professor and professor at the Russian State Academy of Physical Culture and Sport;
From 1997 to 1999 - General Director of "Olimp Tour" tourist company, which is the general agent of the Russian Olympic Committee to organize the transportation of sport delegations to the Olympic Games, World and European Championships and other international competitions;
On October 6, 1999 he was approved in the position of Deputy and on November 25, 1999 - First Deputy Minister of the Russian Federation for Physical Culture, Sport and Tourism;
From 2000 to 2002 - Chairman of the State Committee of the Russian Federation for Physical Culture, Sport and Tourism;
From 2002 to 2004 - First Deputy Chairman of the State Committee of the Russian Federation for Physical Culture and Sports;
From 2004 to 2009 - First Vice Rector of Podolsk Social and Sports Institute.
SOCIAL ACTIVITIES
In 2005, 2010, 2015 and 2020 he was elected and is still the Chairman of the Trade Union of Physical Culture, Sports and Tourism Workers of the Russian Federation.
Since 2004 he has been Head of the working groups of the Russian Paralympic Committee to prepare Russian national teams for the Paralympic Summer Games in Athens (2004), Beijing (2008), London (2012), Rio de Janeiro (2016), Tokyo (2020) and the Turin Paralympic Winter Games (2006). He was the national team Chef de Mission at the Athens (2004), Vancouver (2010), Sochi (2014), PyeongChang (2018) and Beijing (2022) Paralympics Summer Games. He was the national team Chef de Mission at the Paralympic Games in Athens (2004), Beijing (2008), London (2012) and Tokyo (2021), as well as at the Paralympic Winter Games in Turin (2006), Vancouver (2010), Sochi (2014) and Beijing (2022).
From 2006 to 2022 - First Vice-President of the All-Russian Federation of Sports for Persons with Physical Impairments.
From 2006 - 2022 – Chairperson of the Governing Board and First Vice President of the Russian Paralympic Committee (elected in 2006, 2010, 2014 and 2018).
From 2015 to the present - Vice-President of the International Wheelchair and Amputee Sports Federation (IWAS).
From 2014 onwards, he has been a member of the Organizing Committee for the Preparation of Russian Athletes for the Olympic Games and Paralympic Games.
From 2021 to 2022, he was the acting president of the RPC. According to the decision of the Court of Arbitration for Sport (CAS) from 17.12.2020 in the case CAS 2020/0/6689 WADA v. RUSADA, the requirements of the Revised Post-Reinstatement Criteria of the IPC from 08.02.2021, and the decision of the RPC Governing Board from 30.03.2021 with amendments and additions from 16.06.2021 Vladimir Lukin terminated his duties as the RPC President and member of the RPC Governing Board for the duration of the CAS decision.
Since 2022, he is a member of the Board of the Ministry of Sports of the Russian Federation.
