PAVEL ROZHKOV TOOK PART IN A MEETING OF THE WORKING GROUP OF THE STATE DUMA COMMITTEE ON PHYSICAL CULTURE AND SPORTS "LEGISLATIVE SUPPORT FOR THE DEVELOPMENT OF PHYSICAL CULTURE AND SPORTS
The President of the Russian Paralympic Committee, Pavel Rozhkov, took part in a meeting of the Working Group of the State Duma Committee on Physical Culture and Sport of the Federal Assembly of the Russian Federation on the topic: "Legislative Provision of Development of Physical Culture and Sport".
The meeting was presided by Dmitry Svishev, the Chairman of the State Duma Committee on Physical Culture and Sports. It was attended by Secretary of State - Deputy Minister of Sport of the Russian Federation Andrey Fedorov, President of the Russian Triathlon Federation Ksenia Shoigu, First Vice-President of Crocus Group Emin Agalaev, Deputy Chairman of the International Union of Lawyers of Russia Sergey Alexeev and others.
During the meeting there was a discussion of the work plan for the autumn session of 2022, as well as proposals for the development of legislative initiatives in pursuance of instructions of the President of the Russian Federation of July 08, 2022.
In general, the Russian Paralympic Committee supported the draft plan of the working group and submitted proposals for the development of legislative initiatives, as well as made suggestions.
In particular, the RPC proposes to make changes to the Tax Code of the Russian Federation and to exempt from taxation the prizes in cash and (or) in kind, received by coaches and specialists, providing training of athletes and athletes with disabilities for winning places in high-level sports competitions: the Olympic, Paralympic and Deaflympic Games, the World Chess Olympiad, the World and European Championships and Cups, championships, championships and cups of the Russian Federation.
It is also proposed to exempt from taxation the income of individuals in the form of compensation payments related to the cost of accommodation during sporting events and travel to and from the venue of sporting events.
RPC also offers to change the article 8 of the Federal law from 04.12.2007 N329-ФЗ "About physical training and sport in the Russian Federation" and to give the Ministry of sport of Russia the authority to coordinate regional ministers of sport on their appointment. It is a long overdue necessity for building a complete and effective chain of command in the sports industry, taking into consideration the relevant instruction of the President of the Russian Federation.
In addition, it was proposed to legislate the possibility of allocating funds received by all-Russian sports federations (including those in adaptive sports) from targeted deductions from gambling not only for the development of professional sports, but also for the development of top achievement sports.
The RPC also proposed to amend one of the points of the plan concerning social support of athletes and coaches with honorary sports titles, extending its action to all coaches (not only to those who have honorary titles), taking into account instructions of the President of Russia Vladimir Putin and in connection with the entry into force of Federal Law No. 127, as a result of which coaches transferring, with their written consent, to the position of coach and head coach, will lose additional guarantees and compensation provided by Article 348.10 of the Labor Code.
